# Beat the Budget

- Description: The Chancellor stands up on 28 October. Nobody outside the Treasury knows what's in the box, but six of the biggest bills in a new home run on rules that are already fixed. Settle those first.

The Budget will be held on Wednesday 28 October 2026.1

We won't guess what it contains. Every rule below is in force today. If the Budget changes any of them, we'll say so the week it happens, with the date and the source.

## 1\. Moved in this year? Check your council tax band

In England and Wales you have a legal right to challenge your band if you think it's wrong and you've been paying council tax on the property for less than six months.2

For a recently occupied home, compare the band with genuinely similar properties while the challenge window is open. Similar-looking homes are not always valued identically.

Missing the six months doesn't end the matter. If you think your band is wrong and have no legal right to challenge, you can still ask for a band review.3

## 2\. Renewing home insurance? You shouldn't pay a loyalty penalty

Since 1 January 2022, home and motor renewal prices must be no higher than the price for an equivalent new customer through the same sales channel.4

That does not guarantee the lowest price on the market or prevent a renewal increase. Compare cover, excesses, fees and the route used to buy the policy. ## 3\. Know when your broadband goes up, and by how much

Since 17 January 2025, new phone, broadband and pay TV contracts must set out any price rise in pounds and pence, not as a percentage linked to inflation.5

If you signed up for your new home after that date, your contract tells you the exact rise. Put the date in your calendar.

## 4\. The energy price cap is a cap on rates, not on your bill

The cap limits what a supplier charges per unit of energy and in standing charges. It does not limit your total bill.6

October’s cap runs to 31 December; we cover it in [this month’s Home Rules](https://wikihomespec.com/price-cap-october-2026/). Your bill still depends on consumption. Review heating schedules and controls when the clocks change, keeping the home warm enough for the people who live there.

## 5\. Thinking about a heat pump? The grant is known

The Boiler Upgrade Scheme offers eligible properties in England and Wales £7,500 towards an air-to-water or ground-source heat pump. An additional £1,500 is available until March 2027 where the home is heated by oil or LPG and has no mains gas connection.7

Developer homes still under construction are not eligible. A finished new build with a fossil-fuel boiler may qualify once occupied, subject to the scheme’s conditions. Check [the eligibility rules](https://www.gov.uk/apply-boiler-upgrade-scheme/check-if-youre-eligible?ref=wikihomespec.com) with an installer before treating a grant as part of your budget. Scotland has separate support through Home Energy Scotland.

## 6\. Buying or selling? Today's stamp duty bands

For a standard residential purchase in England and Northern Ireland, the SDLT nil-rate band is £125,000\. Eligible first-time buyers pay no SDLT on the first £300,000 and 5% on the portion up to £500,000\. If the total price exceeds £500,000, first-time-buyer relief does not apply. Additional-property and non-resident surcharges can alter the calculation.8

These are the bands today. Scotland and Wales have their own land transaction taxes.
